UKPSC PCS at a glance
UKPSC PCS 2026 is the Uttarakhand Public Service Commission's Combined State Civil Services Examination for 189 Group A and Group B gazetted posts across the Uttarakhand state civil, police, revenue, finance, and allied services. The exam covers Deputy Collector (Uttarakhand Provincial Civil Service), Deputy Superintendent of Police (DSP), Block Development Officer (BDO), Treasury Officer, Excise Inspector, District Welfare Officer, and other cadres serving Uttarakhand's 13 districts across the Garhwal and Kumaon divisions.
The commission notified the 2026 cycle in April 2026 with the online application window running May 1, 2026 to May 31, 2026 on ukpsc.net.in. The Preliminary Examination is scheduled for August 23, 2026, Mains in December 2026, and Interview in March 2027.
Around 1.3 lakh candidates typically appear for UKPSC PCS Prelims, giving a 1 in 690 selection ratio for the 189 vacancies in this cycle. That places UKPSC in the moderate-difficulty band among state civil services exams. Deputy Collector and DSP are the two most-sought posts because they carry field-level authority in a hill state where tourism, disaster management, forest conservation, and China-border infrastructure define the administrative agenda.
Posts recruited under UKPSC PCS
The 189 vacancies span 7 post categories in the Group A and Group B cadres of Uttarakhand state administration.
| Post | Group / Level | Typical initial posting |
|---|---|---|
| Deputy Collector (Uttarakhand Provincial Civil Service) | Group A, Level 10 | Sub-Divisional Office or Tehsil headquarters |
| Deputy Superintendent of Police (DSP) | Group A, Level 10 | Sub-divisional police headquarters |
| Block Development Officer (BDO) | Group A, Level 10 | Block headquarters, Panchayati Raj administration |
| Treasury Officer | Group A, Level 10 | District treasury office |
| Excise Inspector | Group B, Level 8 | District excise office |
| District Welfare Officer | Group B, Level 8 | District welfare cell |
| Other Group A and Group B posts | Varies | State department postings |
Deputy Collector and DSP carry the highest applicant pressure because they are field cadres with the widest career progression scope. Postings in Chamoli, Uttarkashi, Rudraprayag, Pithoragarh, and Bageshwar (the border and disaster-prone districts) carry hard-area allowances and are seen as career-defining assignments for candidates with tourism management and disaster response portfolios. Treasury Officer has grown in importance since the introduction of the Public Financial Management System (PFMS) and state-level treasury digitisation.
Who qualifies for UKPSC PCS
UKPSC PCS has five eligibility conditions that must be satisfied on July 1, 2026.
| Requirement | Detail |
|---|---|
| Nationality | Indian citizen |
| Age | 21 to 42 years for General category on July 1, 2026 |
| Education | Bachelor's degree from a UGC-recognised university, any stream |
| Language | Hindi in Devanagari script knowledge required (tested through Mains language paper) |
| Domicile | Uttarakhand domicile required for reserved category benefits and specific women-quota posts |
Age relaxations follow Uttarakhand state government norms. Scheduled Caste, Scheduled Tribe, and Other Backward Classes candidates with Uttarakhand domicile get 5 years extra (up to 47). Women candidates with Uttarakhand domicile get 5 years extra over the applicable category limit. Persons with Benchmark Disability (PwBD) get 15 years extra over the applicable category limit (one of the most generous PwBD relaxations among State PSCs). Uttarakhand government employees get 5 years extra. Ex-servicemen relaxations follow standard central government norms.
Uttarakhand domicile is a hard requirement for the Uttarakhand Domicile Reservation (specific reserved posts for state domicile holders introduced in 2018), the 30 percent women horizontal reservation for Uttarakhand-domicile women (a distinctive feature of Uttarakhand recruitment), and for SC / ST / OBC quotas. Domicile is proved through the Uttarakhand State Domicile Certificate issued by the Sub-Divisional Magistrate, which requires 15 years of continuous residence in Uttarakhand or a birth certificate showing Uttarakhand (or undivided Uttar Pradesh, pre-2000 for the Uttarakhand region) as the place of birth.
Hindi language proficiency is tested through the Mains language paper. Candidates without Hindi-medium schooling should invest in structured Hindi essay and grammar practice before Mains. Garhwali and Kumaoni dialect familiarity is expected in the state-specific General Studies content but is not tested as a separate paper.

Selection process: three stages
UKPSC uses a three-stage selection process with the Preliminary Examination as a screening filter, the Main Examination as the merit-determining written test, and the Interview for evaluation of shortlisted candidates.
Stage 1 is the Preliminary Examination scheduled for August 23, 2026. This is a two-paper objective test on General Studies and General Studies Paper II.
| Paper | Marks | Duration | Format |
|---|---|---|---|
| General Studies Paper I | 150 | 2 hours | Multiple choice, negative marking of 1 by 3 mark per wrong answer |
| General Studies Paper II | 150 | 2 hours | Multiple choice, negative marking of 1 by 3 mark per wrong answer |
Both papers are merit-screening. Total 300 marks. Candidates need to score above the category cutoff to advance to Mains. Around 13 times the number of Mains slots are shortlisted from Prelims. Prelims marks do not count toward the final merit list.
Stage 2 is the Main Examination, a six-paper descriptive test with 1,500 total merit marks.
| Paper | Topic | Marks | Included in merit |
|---|---|---|---|
| Paper I | General Hindi | 300 | Merit |
| Paper II | Essay | 150 | Merit |
| Paper III | General Studies I: History, Geography, Society | 200 | Merit |
| Paper IV | General Studies II: Polity, Governance, International Relations | 200 | Merit |
| Paper V | General Studies III: Economy, Environment, Science and Technology | 200 | Merit |
| Paper VI | General Studies IV: Ethics, Integrity, Aptitude | 200 | Merit |
| Paper VII | General Studies V: Uttarakhand-specific study | 250 | Merit |
| Total merit marks | 1,500 |
UKPSC does not use an Optional Subject in Mains, unlike most other State PSCs. Instead, Paper VII (General Studies V) is a dedicated 250-mark paper on Uttarakhand-specific history, geography, economy, culture, and current affairs. This makes Uttarakhand study the single-biggest differentiator in Mains merit.
Stage 3 is the Interview or Personality Test held at the UKPSC office in Haridwar. Marks weightage is 200 for all Group A posts. Total maximum marks for merit calculation is 1,500 (Mains) + 200 (Interview) = 1,700.
Detailed syllabus and recommended books
UKPSC PCS syllabus is unique among State PSC exams because of the dedicated 250-mark Paper VII on Uttarakhand study, plus the 300-mark General Hindi Paper I which is merit-determining rather than qualifying. Together these two papers account for 37 percent of the merit ceiling.
Prelims General Studies Paper I covers eight areas. Indian History (Ancient, Medieval, Modern, with focus on Uttarakhand's role including the Katyuri dynasty in Kumaon, the Garhwal Chand kingdom, Kumaon-Garhwal integration during the Anglo-Nepalese War 1814 to 1816, and the Chipko Movement of the 1970s led by Sunderlal Bahuguna and Gaura Devi). Indian Polity (Constitution, Panchayati Raj in Uttarakhand, Uttar Pradesh Reorganisation Act 2000). Indian Economy (five-year plans, Uttarakhand economy including hydropower, tourism, and horticulture). Geography (physical, economic, and Uttarakhand physical geography including Ganga origin at Gaumukh, Yamuna, Bhagirathi, Alaknanda, and Mandakini rivers, Char Dham circuit, glaciers). Science and Technology (general awareness, seismic zone V considerations, disaster management). General Awareness (schemes, sports, awards). Uttarakhand-specific General Knowledge (state formation 2000, chief ministers, Char Dham Devasthanam Board Act, 2013 Kedarnath disaster, Rishikesh-Karnaprayag rail project, tunnel projects). Current Affairs (last 12 months).
Prelims Paper II covers general aptitude, mental ability, quantitative aptitude, data interpretation, comprehension, and decision-making.
Recommended books for Prelims. Bipin Chandra "India's Struggle for Independence" for modern history, with supplementary reading on Chipko Movement and Uttarakhand statehood movement. Shiv Prasad Dabral "Uttarakhand ka Itihas" for state history coverage. Laxmikanth "Indian Polity" for constitutional topics. NCERT Class 11 and 12 for economics and geography basics. Uttarakhand at a Glance published by the state Directorate of Economics and Statistics for state-specific facts. Uttar Pradesh Reorganisation Act 2000 text for post-formation legal and financial arrangements.
Paper VII Uttarakhand-specific study covers state history (Katyuri, Chand, Panwar, and Parmar dynasties, British era Kumaon and Garhwal Commissioner ships, Uttarakhand statehood movement 1994 to 2000 including the Muzaffarnagar incident and the Rampur Tiraha firing), state geography (Kumaon and Garhwal divisions, major peaks like Nanda Devi and Kedarnath, glaciers, Char Dham, national parks including Jim Corbett and Rajaji), state economy (tourism, hydropower, horticulture, Auli winter sports), state culture (Kumaoni and Garhwali folk arts, Jhoda, Chholiya, Ramman UNESCO Intangible Heritage), Uttarakhand tribes (Bhotia, Tharu, Buksa, Jaunsari, Raji), and state current affairs. This is the single-biggest differentiator and requires 3 to 4 months of dedicated preparation from state-specific primary sources.
Mains General Hindi Paper I is unusual because it is 300 merit marks (not qualifying, unlike most other state PSC language papers). Syllabus covers formal Hindi essay writing, précis, grammar, comprehension, translation from English to Hindi, and formal letter writing. Recommended books include Uttar Bhugol Charya by Manohar Prakashan and previous year UKPSC Hindi papers. Candidates should aim for 60 percent or higher on this paper because 300 marks is a significant merit-determining weight.
Mains Papers III to VI reward structured answers with introduction, body paragraphs, and conclusion. Paper VI (Ethics, Integrity, Aptitude) commonly features case studies from hill administration (Kedarnath disaster response, glacial lake outburst events, Char Dham crowd management, tribal welfare in remote blocks).
Salary breakdown and career progression
UKPSC-recruited officers start at Pay Level 8 to Level 10 depending on the post, under the 7th Central Pay Commission structure adopted by Uttarakhand.
| Post | Basic pay (7th CPC) | Gross monthly | In-hand monthly |
|---|---|---|---|
| Deputy Collector, DSP, BDO, Treasury Officer (Level 10) | Rs. 56,100 | Rs. 82,000 to Rs. 92,000 | Rs. 68,000 to Rs. 76,000 |
| Excise Inspector, District Welfare Officer (Level 8) | Rs. 47,600 | Rs. 70,000 to Rs. 80,000 | Rs. 60,000 to Rs. 66,000 |
Gross pay includes Dearness Allowance (currently 50 percent of basic under central and Uttarakhand state norms), House Rent Allowance (24 percent for Dehradun, 16 percent for other municipal areas including Haridwar and Haldwani, 8 percent elsewhere), Transport Allowance (Rs. 7,200 to Rs. 15,000 per month based on city class), and Uttarakhand-specific hard-area allowance for postings in Chamoli, Uttarkashi, Rudraprayag, Pithoragarh, and Bageshwar districts.
Career progression for a Deputy Collector typically moves through Sub-Divisional Magistrate, Additional District Magistrate, District Magistrate on deputation, Divisional Commissioner (Garhwal or Kumaon), and Principal Secretary in the state government at Level 15 to 16 over 25 to 30 years. Reaching Chief Secretary (Level 17) requires IAS deputation through a Union Public Service Commission promotion process, typically after 15 to 20 years of state service.
DSP progression moves through Sub-Divisional Police Officer, Additional Superintendent of Police, Superintendent of Police in a district, Deputy Inspector General at range level, and Inspector General at zonal level over 20 to 25 years. Reaching Director General of Police requires Indian Police Service deputation.
BDO promotions go through Additional District Development Commissioner, Additional District Magistrate (Development), and Divisional Commissioner over 20 to 25 years. Hill block postings carry additional promotion weight because of the administrative complexity of remote hill blocks with poor road connectivity.
Six to twelve month prep timeline
Month 1-2: Complete NCERT History (Class 6-12) with supplementary reading on Katyuri, Chand, and Panwar dynasties, Anglo-Nepalese War, and Uttarakhand statehood movement for state-specific coverage. Read Laxmikanth for polity. Start daily current affairs from Amar Ujala, Dainik Jagran, or Hindustan with Uttarakhand focus.
Month 3-4: Deep-dive into Indian and Uttarakhand Geography (Ganga origin, Char Dham, glaciers, seismic zone V considerations) and Economy (Indian and Uttarakhand, including hydropower, tourism, horticulture, Rishikesh-Karnaprayag rail, Char Dham Devasthanam Board). Begin Paper VII Uttarakhand-specific study in parallel; aim for 3 hours per day on state-specific primary sources. Write 3 answers per week on GS topics.
Month 5-6: Focus on General Hindi Paper I preparation, since it carries 300 merit marks. Read a standard Hindi grammar text daily and write one essay per week in formal Hindi. Continue Paper VII Uttarakhand-specific deep-dive.
Month 7: Prelims focused mode. Daily current affairs revision, mock tests every 3 days, detailed Uttarakhand GK sweep (chief ministers, Pushkar Singh Dhami era schemes, Char Dham Devasthanam Board Act status, tunnel projects, 2013 Kedarnath disaster follow-up, joshimath subsidence coverage). Prelims on August 23, 2026 sits at the end of this window.
Month 8-11 (post-Prelims): Full Mains preparation mode. Answer writing practice for all four GS papers (I to IV), Ethics Paper VI, and the dedicated Uttarakhand study Paper VII. General Hindi Paper I daily 1-hour practice. Interview preparation from Month 10 onwards for candidates confident of Mains qualification.
Candidates with prior UPSC preparation can compress the plan to 8 months by focusing on Paper VII Uttarakhand study and the merit-weighted General Hindi Paper I, since UPSC prep covers the core GS syllabus adequately. UKPSC's lack of an Optional Subject makes it a shorter total preparation than UPSC despite having 5 GS papers.
Common mistakes candidates make
Seven mistakes account for most UKPSC PCS rejections across cycles.
Under-preparing Paper VII Uttarakhand-specific study. This paper carries 250 merit marks (nearly 17 percent of merit ceiling) and covers state-specific history, geography, culture, tribes, and current affairs. Candidates who rely only on general UPSC preparation score 40 to 50 percent on this paper, which drops final rank by 150 to 250 positions.
Ignoring the General Hindi Paper I. It carries 300 merit marks (20 percent of merit ceiling). This is unusual for State PSCs, where language papers are typically qualifying. Poor Hindi essay writing costs 60 to 80 marks that could otherwise be secured with 4 to 5 months of structured practice.
Under-preparing Ethics Paper VI. Uttarakhand-specific case studies (Kedarnath disaster response, glacial lake outburst events, Char Dham management, tribal welfare) are commonly asked. Standard UPSC Ethics preparation with case studies from mainland urban contexts scores poorly here.
Skipping mock tests for Prelims. Both Prelims papers have negative marking of 1 by 3, and both count toward merit-screening (unlike some state PSCs where one paper is qualifying). Candidates who do not practise the negative-marking calculus tend to over-attempt and lose net marks.
Missing the Uttarakhand domicile certificate at document verification. Candidates who claim SC, ST, OBC, or women horizontal reservation must present the Sub-Divisional Magistrate-issued Uttarakhand State Domicile Certificate at document verification. Missing this document triggers a downgrade to General category and loss of the 30 percent women horizontal reservation for Uttarakhand-domicile women.
Post preference order errors. The commission allocates posts based on merit rank and preference order at application. Putting Excise Inspector as first preference when the real target is Deputy Collector is a common mistake that gets locked at application and cannot be changed later.
Ignoring Uttarakhand current affairs. National current affairs are covered by every candidate. Uttarakhand-specific current affairs (state budget, Pushkar Singh Dhami era schemes, court judgments on the Char Dham Devasthanam Board case, Joshimath subsidence updates, tunnel project safety after Silkyara incident, Uttarakhand Uniform Civil Code implementation) differentiate serious candidates. Read Amar Ujala or Dainik Jagran Uttarakhand edition daily.
UKPSC PCS vs UPSC Civil Services
UKPSC PCS and UPSC CSE overlap significantly on syllabus but diverge on scale, competition, and career trajectory. This comparison helps candidates decide whether to target UKPSC as primary or as backup to UPSC.
| Feature | UKPSC PCS 2026 | UPSC Civil Services 2026 |
|---|---|---|
| Vacancies | 189 | 1,056 |
| Selection ratio | 1 in 690 | 1 in 800 |
| Age (General) | 21 to 42 | 21 to 32 |
| Attempts limit | No cap, only age ceiling | 6 for General, 9 for OBC, unlimited for SC/ST |
| Prelims marks | 300 (2 papers, both merit-screening) | 400 |
| Mains merit marks | 1,500 (7 papers, all merit) | 1,750 |
| Interview marks | 200 | 275 |
| Total merit ceiling | 1,700 | 2,025 |
| Optional Subject | None (Paper VII is Uttarakhand-specific) | 2 papers of 250 marks each (500 total) |
| Salary entry (Level 10) | Rs. 56,100 basic | Rs. 56,100 basic |
| Career ceiling | Principal Secretary, IAS deputation rare | Cabinet Secretary direct |
| Home state posting | Guaranteed (Uttarakhand cadre) | Depends on cadre allocation |
| Prep time typical | 8 to 12 months | 12 to 24 months |
| Syllabus overlap | 65 percent with UPSC CSE | Baseline |
| Language paper | General Hindi 300 (merit) | Indian language + English 300 each (qualifying) |
| Women reservation | 30 percent horizontal for Uttarakhand-domicile women | 10 percent |
UKPSC PCS is the right primary target for candidates with Uttarakhand domicile ties who prioritise home state posting and want a shorter preparation timeline than UPSC. The absence of an Optional Subject and the presence of a dedicated Uttarakhand-specific paper make preparation more targeted than UPSC. The 30 percent women horizontal reservation for Uttarakhand-domicile women is a distinctive advantage. UPSC is the right primary target for candidates aiming at national-level cadres. Many candidates prepare for both in parallel, but UKPSC's differing paper structure (merit-weighted Hindi, dedicated state paper, no Optional) requires additional dedicated preparation.

Why is there no Optional Subject in UKPSC PCS Mains? UKPSC removed the Optional Subject and replaced it with a dedicated 250-mark Paper VII on Uttarakhand-specific study. Can I become an IAS officer through UKPSC PCS? Not directly. UKPSC PCS recruits into Uttarakhand state services. IAS deputation is available to a small fraction of Uttarakhand Provincial Civil Service officers who clear a Union Public Service Commission promotion process later in their career, typically after 15 to 20 years of state service.

No. The 30 percent women horizontal reservation is available only to women with Uttarakhand domicile who furnish the Sub-Divisional Magistrate-issued Domicile Certificate at document verification. Non-Uttarakhand women candidates fall under the General category quota.
