Who qualifies for BPSC 70th CCE

BPSC eligibility has five conditions that all must be satisfied on the application closing date of February 1, 2026.

Age relaxations are category-specific and apply on top of the 37-year General ceiling. Backward Class (BC) and Extremely Backward Class (EBC) candidates from Bihar get up to age 40. Scheduled Caste (SC) and Scheduled Tribe (ST) candidates from Bihar get up to age 42. Women with Bihar domicile receive an additional 5-year relaxation over the applicable upper limit for their category. Persons with Benchmark Disability (PwBD) receive an additional 10 years over the applicable limit.

Serving Bihar government employees may claim age relaxation up to age 42 subject to five years of continuous service. Ex-servicemen relaxations follow the standard central government norms.

Bihar domicile is not a bar to General category candidates from outside Bihar. Non-domicile applicants pay the same General fee, follow the same age band (20-37), and are eligible for all posts. Only category-based relaxations (age, fee, cutoff) require Bihar domicile proof.

The commission uses a two-tier fee structure. General and OBC candidates pay Rs. 600, while SC/ST, Women (Bihar domicile), and PwBD candidates pay Rs. 150. Fees are collected online only, through Net Banking, UPI, or credit and debit card. There is no offline fee payment option.

  1. Open onlinebpsc.bihar.gov.in on any modern browser. Chrome, Firefox, and Edge work reliably. Older browsers may fail at the OTP screen.
  2. Click New Registration. Enter your name, date of birth, mobile number, and email exactly as they appear on your 10th class certificate.
  3. Verify mobile OTP and email OTP. Both are needed.
  4. Complete the personal details page including caste category, domicile status, and Aadhaar number.
  5. Fill educational qualifications with your graduation degree, university name, roll number, and year of passing.
  6. Set post preferences in order. You can pick up to 14 posts. Give your most-preferred first.
  7. Upload photograph (JPEG, 20 to 50 KB) and signature (JPEG, 10 to 20 KB) as per the specifications. Wrong file sizes are the most common rejection reason at this step.
  8. Pay the application fee online. Retain the payment reference number.
  9. Submit and download the Confirmation Page. Print two copies for your records.

Common errors and how to fix them. If the mobile OTP does not arrive, your mobile carrier's spam filter may be blocking BPSC SMS. Wait 5 minutes and retry. If it still fails, use a different mobile number and update it in the profile later. If your photograph gets rejected for size, use online image compressors to bring the file within the 20 to 50 KB band. If your domicile status is auto-flagged as mismatch, upload a copy of your Bihar residence certificate at the time of Mains form filling.

Selection process: three stages

BPSC uses a three-stage selection process with Preliminary Examination as a screening filter, Mains as the merit-determining written test, and Interview for personality assessment.

Stage 1 is the Preliminary Examination held on May 16, 2026. This is a single-paper objective test on General Studies covering Indian History, Bihar-specific history and culture, Indian Polity and Economy, Geography, Science and Technology, and Current Affairs.

Stage 3 is the Interview or Personality Test held in the BPSC office in Patna. Marks weightage is 120 for Group A posts (Deputy Collector, DSP, BDO, District Commandant). Group B posts may or may not have an interview stage depending on the notification for that year. Total maximum marks for merit calculation for Group A posts is 900 (Mains) + 120 (Interview) = 1,020.

BPSC Prelims and Mains have overlapping but distinct emphases. Bihar-specific content is the differentiator and needs targeted preparation because standard UPSC prep material skips it.

Mains GS Paper I focuses on history and social themes. GS Paper II focuses on science, Bihar-specific issues, and contemporary problems. Optional Subject selection is the single most important choice. If you graduated in a subject on the BPSC optional list, pick that. Career progression for a Deputy Collector typically moves through Sub-Divisional Officer (SDO), Additional District Magistrate (ADM), District Magistrate on deputation to another district, Divisional Commissioner, and rarely to Principal Secretary in the state government at Level 15 to 16. Reaching Chief Secretary (Level 17) or Cabinet Secretary requires IAS deputation, which is available to a small fraction of Bihar state service officers who clear a Union Public Service Commission promotion process later in their career.

Six mistakes account for most BPSC CCE eliminations across cycles.

Under-preparing Bihar-specific General Knowledge. Standard UPSC prep material has minimal Bihar coverage. BPSC Prelims has 20 to 30 questions on Bihar directly (chief ministers, state budget, schemes, census, rivers, districts). Missing this is the single biggest score gap.

Wrong Optional Subject choice. Picking a subject you never studied at graduation and cannot cover in 4 months is a self-inflicted wound. Optional papers carry 300 marks in Mains and swing the merit position significantly.

Post preference order errors. The commission allocates posts based on the merit rank and the preference order you gave in the application. Putting Circle Officer as first preference when your real target is Deputy Collector is a common mistake that gets locked at application stage and cannot be changed later.

Under-answering in Mains. Descriptive papers reward structured answers with introduction, body with sub-points, and conclusion. Wall-of-text answers or bullet-point-only answers lose marks compared to structured essays. Practise answer writing weekly from Month 3 onwards.

Missing the domicile certificate for reserved category benefits. If you claim age or fee relaxation as BC, EBC, SC, ST, or Bihar-domiciled Woman, you have to attach the domicile certificate at the Mains stage. Missing this document triggers a downgrade to General category and often exceeds the age ceiling.
