GPSC Class 1 and 2 at a glance

GPSC Class 1 and 2 Combined Competitive Examination is the Gujarat Public Service Commission's flagship recruitment exam for gazetted state services posts. The 2026 cycle covers 400 vacancies across seven post categories including Deputy Collector, Deputy Superintendent of Police (DYSP), Deputy Executive Engineer (Civil, Mechanical, and Electrical branches), Mamlatdar, Development Officer, Section Officer, and other Class 1 and Class 2 gazetted posts.

The 2026 cycle application window ran April 1 to April 30, 2026. The Preliminary Examination is scheduled for August 2, 2026 with Mains expected in December 2026 and Interview in March 2027.

Around 3 lakh candidates typically appear in GPSC Class 1 and 2 Prelims, translating to a 1 in 750 selection ratio for the 400 vacancies in the current cycle. This is a more favourable ratio than most State PSCs because GPSC vacancies are large and Gujarat has a smaller aspirant base than Bihar or Maharashtra.

The exam has three notable features that differentiate it from most other State PSCs. First, both Prelims papers count toward merit calculation (unlike MPSC or BPSC where CSAT is qualifying only). Second, the exam includes an Optional Subject with two papers of 200 marks each, similar to UPSC CSE. Third, GPSC uses Gujarat State Portal Single Sign-On for authentication rather than a standalone commission portal, giving faster identity verification.

Posts recruited under GPSC Class 1 and 2 2026

The 400 vacancies are distributed across seven post categories in Class 1 (Level 10) and Class 2 (Level 7 to Level 8) cadres.

PostClass / LevelTypical initial posting
Deputy CollectorClass 1, Level 10District administration, sub-divisional office
Deputy Superintendent of Police (DYSP)Class 1, Level 10Sub-divisional police headquarters
Deputy Executive Engineer (Civil, Mech, Elec)Class 1, Level 10Public Works Department, irrigation, roads
MamlatdarClass 2, Level 8Taluk revenue office
Development OfficerClass 2, Level 8Block or district development cell
Section OfficerClass 2, Level 7Secretariat section
Other Class 1 and Class 2 postsVariesState department postings

Deputy Collector and DYSP account for the highest applicant-to-vacancy ratio because these are the two Class 1 field cadres with widest career progression. Deputy Executive Engineer posts are unique to GPSC (most other State PSCs recruit engineers separately) and are attractive for engineering graduates who want state government careers.

Mamlatdar is the traditional Gujarat taluk-level administrative post handling revenue records, land disputes, and taluk-level welfare distribution. This is a highly visible field post with direct citizen interface.

Who qualifies for GPSC Class 1 and 2

GPSC eligibility has five conditions that all must be satisfied on the application closing date.

RequirementDetail
NationalityIndian citizen
Age21 to 35 years (General and EWS). Reserved category relaxations described below
EducationBachelor's degree from a UGC-recognised university, in any discipline
LanguageKnowledge of Gujarati and English is required and tested in the Mains examination
DomicileGujarat domicile required for reserved category age and fee relaxations; not required for General category applicants from other states

Age relaxations are category-specific and apply on top of the 35-year General ceiling. Socially and Educationally Backward Class (SEBC) and Other Backward Class (OBC) candidates from Gujarat get up to age 40. Scheduled Caste (SC), Scheduled Tribe (ST), and Persons with Benchmark Disability (PwBD) candidates from Gujarat get up to age 45. Women candidates from Gujarat get an additional 5-year relaxation over the applicable category limit.

Gujarati language proficiency is functionally mandatory even for non-Gujarati candidates. Two of the Mains papers require Gujarati language ability: Paper 1 (Gujarati Language, 100 marks qualifying) and Paper 3 (Essay in Gujarati or English, 100 marks merit). Candidates with weak Gujarati find these papers decisive in the elimination phase.

Application fee and how to apply on gpsc.gujarat.gov.in

GPSC uses a four-tier fee structure. General candidates pay Rs. 500. OBC candidates pay Rs. 500 (no concession). EWS candidates pay Rs. 250 (50 percent concession). SC, ST, PwBD, and women candidates pay no fee. Payment is online only through the Gujarat State Portal payment gateway.

  1. Open gpsc.gujarat.gov.in and click Apply Online. New candidates first register on Gujarat State Portal Single Sign-On at digitalgujarat.gov.in.
  2. Complete SSO registration with your name, date of birth, mobile number, Aadhaar number, and email. This SSO account works across all Gujarat state government services.
  3. Return to gpsc.gujarat.gov.in and select the current Class 1 and 2 Combined Examination 2026 notification.
  4. Fill the application form with personal details, category, and educational qualifications.
  5. Set post preferences in order. First preference is locked at application stage.
  6. Upload photograph (JPEG, 15 to 50 KB) and signature (JPEG, 10 to 20 KB) per GPSC specifications.
  7. Pay the application fee online through the SSO payment gateway (Net Banking, UPI, credit or debit card).
  8. Submit and download the confirmation receipt. Print two copies for records.
  9. Admit card releases on gpsc.gujarat.gov.in about 15 days before the Prelims exam.

Common errors and how to fix them. If SSO registration OTP does not arrive, check Aadhaar-linked mobile status. If your photograph is rejected for size, use online compressors to fit within 15 to 50 KB. If domicile status auto-flags as mismatch, upload Gujarat domicile certificate at the Mains form filling stage.

Selection process: three stages

GPSC uses a three-stage selection process. Preliminary Examination narrows the field. Main Examination determines the merit list. Viva Voce (Interview) adjusts final ranking within the merit shortlist.

Stage 1 is the Preliminary Examination held on August 2, 2026. Two objective papers, each 200 marks, both counted toward the Prelims cutoff (unlike most State PSCs where one paper is qualifying-only). There is no negative marking.

PaperMarksDurationFormat
Paper 1: General Studies2002 hoursMultiple choice, no negative marking
Paper 2: General Studies 22002 hoursMultiple choice, no negative marking

Both papers count for merit toward Mains selection. Typically 10 to 12 times the number of Mains slots are shortlisted from Prelims, so around 4,000 to 5,000 candidates make it to Mains for this cycle.

Stage 2 is the Main Examination, a seven-paper descriptive test. Two language papers are qualifying, and five papers count toward the merit list.

PaperSubjectMarksType
Paper 1: Gujarati Language100QualifyingNo
Paper 2: English Language100QualifyingNo
Paper 3: Essay (Gujarati or English)100MeritYes
Paper 4: GS I (Indian History, Polity, Economy, Geography)200MeritYes
Paper 5: GS II (Science, Technology, Gujarat History and Economy, Current Affairs)200MeritYes
Paper 6: Optional Subject Paper 1200MeritYes
Paper 7: Optional Subject Paper 2200MeritYes
Total merit marks1,100

The Optional Subject with two papers of 200 marks each accounts for over one-third of the merit total. This makes GPSC's Optional Subject choice more consequential than for MPSC (no optional) or BPSC (single optional paper).

Optional Subjects are available in 30 plus subjects including History, Geography, Political Science, Public Administration, Sociology, Economics, Mathematics, Physics, Chemistry, Botany, Zoology, Agriculture, Commerce, Management, Statistics, Philosophy, Psychology, and regional literature (Gujarati Literature, Sanskrit Literature).

Stage 3 is the Viva Voce (Interview) held at the GPSC office in Ahmedabad. Interview weightage is 100 marks. Final merit is calculated as Mains merit marks (1,100) plus Interview marks (100), for a total of 1,200 merit marks.

GPSC Prelims and Mains have distinct focus areas. Gujarat-specific content and the Optional Subject depth are the two differentiators that need targeted preparation.

Prelims General Studies covers eight areas. Indian History with Gujarat focus (Harappan sites at Lothal and Dholavira, Solanki dynasty, Maratha period in Gujarat, Gujarat in freedom movement including Gandhi's Sabarmati Ashram and Sardar Patel's contributions). Indian Polity (Constitution, panchayati raj in Gujarat, state administration). Indian Economy (five-year plans, Gujarat economy including textile industry, diamond cutting industry in Surat, GIFT City, Dholera Special Investment Region). Geography (physical, economic, and Gujarat physical geography including Kutch, Saurashtra, mainland Gujarat, Sabarmati and Narmada rivers). Science and Technology. General Awareness (schemes, sports, awards). Gujarat-specific General Knowledge (state formation from 1960, chief ministers, state schemes, census data, tribal population statistics). Current Affairs (last 12 months).

Recommended books for Prelims. Bipin Chandra for modern Indian history. Laxmikanth for Indian Polity. NCERT Class 11 and 12 for economics and geography basics. Grover for Gujarat history. Lucent GK for factual quick reference. Daily current affairs from The Hindu, Times of India Ahmedabad, or Divya Bhaskar for Gujarat-focused coverage.

Mains GS Paper 4 covers Indian history, polity, economy, and geography. Paper 5 covers science, technology, and Gujarat-specific themes including Gujarat's industrial economy (textiles in Ahmedabad, diamonds in Surat, chemicals in Vadodara, ports in Kandla and Mundra). Both GS papers demand structured answer writing with introduction, body paragraphs, and conclusion.

Language Papers 1 (Gujarati) and 2 (English) are qualifying but not trivial. Gujarati Paper requires formal grammar, precis writing, translation, and comprehension. Candidates without Gujarati writing background should start Gujarati language practice at least 6 months before the exam.

Essay Paper 3 (100 merit marks) allows the candidate to write in either Gujarati or English. Choose your stronger language. Practise 2 essays per week during the last 3 months on themes like women empowerment in Gujarat, industrial development, tribal welfare, and current governance issues.

Optional Subject selection is the single most important choice. Optional Paper 1 and Paper 2 together carry 400 marks, more than one-third of the Mains merit total. Pick a subject you graduated in for familiarity. History, Political Science, Geography, and Public Administration are the most accessible Optionals with abundant preparation material for GPSC.

Salary breakdown and career progression

GPSC-recruited officers start at Pay Level 7 to Level 10 depending on the class of post, under Gujarat's 7th Pay Commission structure adapted for state services.

PostBasic pay (7th CPC)Gross monthlyIn-hand monthly
Deputy Collector, DYSP, Deputy Executive Engineer (Class 1, Level 10)Rs. 56,100Rs. 90,000 to Rs. 1,00,000Rs. 75,000 to Rs. 82,000
Mamlatdar, Development Officer (Class 2, Level 8)Rs. 47,600Rs. 72,000 to Rs. 82,000Rs. 60,000 to Rs. 67,000
Section Officer (Class 2, Level 7)Rs. 44,900Rs. 66,000 to Rs. 76,000Rs. 56,000 to Rs. 63,000

Gross pay includes Dearness Allowance (currently 50 percent of basic), House Rent Allowance (24 percent for X-category cities Ahmedabad, 16 percent for Y-category cities including Vadodara, Surat, and Rajkot, 8 percent elsewhere), Transport Allowance (Rs. 7,200 to Rs. 15,000 based on class of city), and Gujarat-specific allowances.

Career progression for a Deputy Collector typically moves through Sub-Divisional Officer (SDO), Additional Collector, Collector on deputation to another district, Divisional Commissioner, and Additional Chief Secretary in the state government at Level 15 to 16. Reaching Chief Secretary (Level 17) requires IAS deputation, which is available to a small fraction of Gujarat state service officers who clear a Union Public Service Commission promotion process later in their career.

DYSP progression moves through Sub-Divisional Police Officer, Additional Superintendent of Police, Superintendent of Police (SP) in a district, Deputy Inspector General (DIG) at range level, and Inspector General (IG) at zonal level. Director General of Police (DGP) requires Indian Police Service (IPS) deputation.

Mamlatdar progression is faster than the Class 1 cadre because Gujarat's revenue administration is large. Assistant Collector, Deputy Collector on promotion, and Collector on cadre elevation. Many Mamlatdars rise to Deputy Collector within 12 to 15 years through internal promotion.

Six-month prep timeline for GPSC 2027

Candidates preparing for the next GPSC cycle (expected notification March-April 2027) should plan a six-month runway from the notification date.

Month 1-2: Complete NCERT History (Class 6-12) and Gujarat-specific history from Grover. Read Laxmikanth cover to cover. Start Optional Subject preparation in parallel; aim for 2 hours per day on the optional. Daily current affairs from The Hindu or Divya Bhaskar with Gujarat focus.

Month 3-4: Deep-dive into Geography (physical, economic, Gujarat physical) and Economy (Indian and Gujarat including industrial policy). Start Gujarati grammar and essay writing practice. Write 3 answers per week on GS topics.

Month 5: Solve GPSC previous year papers from 2020 to 2025 (10 sets minimum). Take at least 5 full-length mock tests including two Optional Subject mocks. Focus revision on Gujarat-specific chapters, Gujarati language paper, and Optional Subject weak areas.

Month 6 (final): Daily current affairs revision, mock tests every 3 days, Gujarati essay practice for Mains Paper 3, Gujarat-specific General Knowledge sweep in the last 2 weeks (chief ministers since 1960, budget highlights, Statue of Unity investment, GIFT City progress, Dholera SIR development).

Prelims (August 2) revision window: 15 days full Prelims mode with 3 mock tests per week. Since both Prelims papers count for merit (unlike most State PSCs), invest equal time on both.

Candidates with prior UPSC preparation can compress this to 4 months by focusing on Gujarat-specific content, Gujarati language proficiency, and Optional Subject deep-dive, since UPSC prep covers Prelims GS and Mains GS Papers I and II adequately.

Common mistakes candidates make

Six mistakes account for most GPSC eliminations across cycles.

Under-preparing the Gujarati language paper. Candidates from English-medium backgrounds who assume Gujarati writing skills will come by exam time typically score in the bottom quartile on Paper 1. The qualifying threshold has to be cleared. Start Gujarati writing practice 6 months before the exam if you are not already fluent.

Wrong Optional Subject choice. The Optional Subject carries 400 marks in Mains (Papers 6 and 7), more than one-third of the merit total. Picking a subject you never studied at graduation and cannot cover in 4 months is a self-inflicted wound.

Under-preparing Gujarat-specific General Knowledge. Standard UPSC prep has minimal Gujarat coverage. GPSC Prelims and Mains include 25 to 35 questions on Gujarat directly (industrial economy, chief ministers, state budget, schemes, Gujarat freedom fighters, districts). Missing this is the single biggest score gap.

Ignoring that both Prelims papers count. Unlike MPSC, BPSC, and UPSC where CSAT is qualifying only, both GPSC Prelims papers count for Mains merit. Candidates who deprioritise Paper 2 lose Mains shortlist opportunities.

Post preference order errors. The commission allocates posts based on merit rank and preference order given at application. Putting Section Officer first when the target is Deputy Collector is a common mistake locked at application stage.

Missing domicile certificate for reserved category benefits. If claiming age or fee relaxation as SEBC, OBC, SC, ST, or Gujarat-domiciled Woman, you have to attach the domicile certificate at the Mains stage. Missing this document triggers a downgrade to General category and often exceeds the age ceiling.

GPSC is the right primary target for candidates with Gujarat domicile ties, Gujarati language skills, and preference for home state posting. UPSC is the right primary target for candidates aiming at national-level cadres with higher career ceilings. GPSC's selection ratio (1 in 750) is close to UPSC (1 in 800) but the syllabus is narrower and the prep timeline shorter.

Can I write GPSC essay in English or is Gujarati mandatory? You can write Paper 3 (Essay, 100 merit marks) in either Gujarati or English. However, Paper 1 (Gujarati Language, 100 marks) is a mandatory qualifying paper and must be cleared regardless of your essay medium choice.

How does GPSC compare to MPSC and BPSC? GPSC is closer to UPSC CSE in structure (two Prelims papers both counting for merit, Optional Subject with two papers, essay paper) than to BPSC or MPSC. MPSC has no Optional Subject, and BPSC has a single Optional paper. GPSC's Mains merit total of 1,100 is between MPSC (700) and BPSC (900), while UPSC is at 1,750.
