Objective

Check your state's exact eligibility. Some state layers require additional registration on top of PMUY. In Madhya Pradesh, the Ladli Behna Yojana LPG top-up needs the beneficiary to be a registered Ladli Behna recipient with an active bank account. The Aadhaar-Bank linkage is the most common cause of subsidy failure. If your bank account is not seeded with Aadhaar (or was seeded with a different Aadhaar earlier), the subsidy will fail without any error message. Get the seeding done at your bank branch and repeat the refill purchase to trigger subsidy credit.
Common problems and how to resolve them
Three problems that PMUY beneficiaries have flagged repeatedly, and the practical resolution for each.
Problem 1: The 9-refill cap is exceeded, but the retail dealer is asking for full retail plus a "PMUY surcharge". There is no PMUY surcharge. Refills beyond the 9-cap are charged at the same retail price as non-PMUY customers. Any additional charge is either a dealer overcharge or a state-specific commercial fee. Report to 1906.
Problem 2: The KYC status shows "not verified" on pmuy.gov.in. This blocks fresh refill subsidy credits until verification is completed. Take Aadhaar and the LPG passbook to the nearest distributor point. KYC re-verification takes 24-48 hours after the distributor updates the record.
Problem 3: The connection was cancelled without notice. Non-refill for 12 continuous months triggers automatic dormancy on PMUY connections. The connection is not permanently cancelled but goes into "inactive" status. Buy one refill to reactivate. What's changing in FY 2026-27
Two policy signals to watch for the next year:
Direct benefit transfer refinement. Cabinet decision in March 2025 kept the Rs. 300 per cylinder for FY 2025-26. Whether the same rate continues for FY 2026-27 will be confirmed in a Cabinet decision typically announced Q1 FY 2026-27. Union Budget 2026-27 already provisioned Rs. 12,000 crore assuming similar structure.
PMUY-Ujjwala Diwas eligibility expansion. Petroleum Ministry has been consulting on a proposal to include gig workers and building-construction workers formally registered under e-Shram as an additional category eligible for fresh deposit-free connections. Draft proposal circulated in Q2 FY 2026-27 briefings, but no notification yet.

PMUY connection transfer if you move city
Migrant PMUY beneficiaries often lose subsidy access when they move because the connection stays registered at the old distributor. The transfer process is standard but not well-known.
Step 1: Get a Termination Voucher. Visit your original distributor with LPG passbook and Aadhaar. Ask for a Termination Voucher (TV). No fees. Takes 3-5 working days.
Step 2: Take the TV to your new-city distributor. Choose any IOC, HPCL, or BPCL distributor in your new city and submit the TV plus your Aadhaar. They transfer the connection under the same LPG ID with your PMUY beneficiary status preserved.
Step 3: Update address in the Aadhaar-linked mobile number. The Aadhaar-linked mobile is the primary channel for subsidy alerts and refill notifications. Update via UIDAI's mAadhaar app or nearest Aadhaar seva kendra if you've changed phone number.
Since PMUY status is national, the Rs. 300 subsidy continues at the new address. Cylinder retail price adjusts to the new state's rate (which changes the effective post-subsidy cost per the state's VAT and dealer commission structure).
Cylinder safety and refill discipline
Two safety practices matter for PMUY beneficiaries and get missed in most guidance content.
Regulator inspection every 6 months. Distributor is responsible for free regulator inspection at 6-month intervals. Ask the delivery boy each refill whether the inspection is due. If they refuse, escalate to the distributor's customer service number. Faulty regulators cause the largest share of LPG accident reports (Petroleum Ministry safety review, 2024).
Standard connection replacement at 5 years. Rubber tubes, regulators, and cylinder valves have a standard 5-year service life. Refill discipline for maximum subsidy. The 9-refill cap resets on 1 April each year. If you're at 6 refills by December, plan the remaining 3 across January-March to fully use the subsidy. Skipping refills into the next FY doesn't roll over; unused subsidy is lost.
PMUY vs other cooking-fuel schemes
Two other schemes address cooking-fuel access, and it helps to know which one applies to your household.
Deen Dayal Upadhyaya Gram Jyoti Yojana (electric cooking option). For villages that received rural electrification post-2018 under Saubhagya, a state-level electric-cooking incentive of Rs. 3,000 to Rs. 5,000 per household for buying induction stove is available in some states. Doesn't replace PMUY LPG but complements it during power-available cooking hours.
PM Surya Ghar Muft Bijli Yojana (rooftop solar). Free LPG connection eligibility: 14 categories under PMUY 2.0
Fresh PMUY connections don't require a BPL card if you fall into any of the 14 categories that the Ministry expanded eligibility to under PMUY 2.0 (2021 onwards) and continues under the 2025-26 tranche. Many households don't realise they qualify.
The 14 categories are:
- Adult woman in a household listed under Antyodaya Anna Yojana (AAY)
- SC (Scheduled Caste) landless labourer households
- ST (Scheduled Tribe) landless labourer households
- Primitive Tribal Groups (PTGs) households
- Forest dwellers
- Tea and ex-tea garden tribes
- Islands and river islands households
- Households listed in state-specific BPL lists
- All-women households
- Households with a member with disability (Divyang)
- Households with a chronically ill member (specified illnesses)
- Migrant construction worker households registered under e-Shram
- Households in aspirational districts (identified by NITI Aayog)
- Households where the woman applicant self-declares poverty per prescribed format
Self-declaration is the biggest change from PMUY 1.0. Category 14 lets a woman applicant declare poverty without producing documentary proof if she meets the other filters (household income below a state-notified threshold, no LPG connection in the family, and residence in an eligible geography). Fraud safeguard: false declarations lead to connection cancellation and refund of the connection subsidy.
To apply under any of these categories, visit pmuy.gov.in or any LPG distributor with Aadhaar, one photograph, and either the relevant category certificate (SC/ST/Antyodaya/Disability) or the self-declaration form (available at the distributor).
