TSPSC Group 2 at a glance
TSPSC Group 2 2026 is the Telangana State Public Service Commission's recruitment cycle for 596 non-gazetted posts across the Telangana state revenue, secretariat, municipal, cooperative, taxation, and prison departments. The exam is conducted for Group 2 posts that carry field administrative and revenue authority in Telangana's 33 districts.
The commission notified the 2026 cycle in February 2026 with the online application window running March 10, 2026 to April 9, 2026 on tspsc.gov.in. The Prelims Screening Test is scheduled for July 12, 2026, Mains in October 2026, and Interview in January 2027.
Around 10 to 12 lakh candidates typically apply for a TSPSC Group 2 cycle, making it one of the most-attempted state government exams in India. The 1 in 1,900 selection ratio for the 596 vacancies places it among the harder state government exams by ratio, comparable to MPPSC State Service Exam. Deputy Tahsildar in the Revenue department and Assistant Section Officer in the Telangana Secretariat are the two most-sought posts.
Posts recruited under TSPSC Group 2
The 596 vacancies span 8 post categories across Revenue, Secretariat, Municipal, Cooperative, Taxation, and Prisons departments.
| Post | Department | Typical initial posting |
|---|---|---|
| Deputy Tahsildar | Revenue | Mandal Revenue Office in a district |
| Assistant Section Officer (ASO) | Telangana Secretariat | Secretariat Complex in Hyderabad |
| Municipal Commissioner Grade III | Commissioner and Director of Municipal Administration (CDMA) | Municipality or corporation office |
| Mandal Development Officer (MDO) | District Rural Development Agency (DRDA) | Mandal headquarters |
| Assistant Commercial Tax Officer | Commercial Taxes | District commercial tax circle |
| Cooperative Sub-Registrar | Cooperative | District cooperative office |
| Deputy Superintendent of Jail | Prisons | District jail or central prison |
| Extension Officer (Panchayat Raj) | Panchayat Raj | Mandal panchayat office |
Deputy Tahsildar and Assistant Section Officer carry the highest applicant pressure because they are field cadres with the widest career progression scope, direct policy exposure, and higher visibility in Telangana's district administration. Deputy Superintendent of Jail and Extension Officer have lighter competition but narrower promotion ceilings.
Who qualifies for TSPSC Group 2
TSPSC Group 2 has five eligibility conditions that must be satisfied on July 1, 2026.
| Requirement | Detail |
|---|---|
| Nationality | Indian citizen |
| Age | 18 to 44 years for General category on July 1, 2026 |
| Education | Bachelor's degree from a UGC-recognised university, any stream |
| Local Status | Telangana local candidature under Presidential Order 1975 required for reserved posts |
| Language | Telugu or Urdu proficiency tested in Mains |
Age relaxations follow Telangana state government norms. Backward Classes (BC) candidates get 3 years extra (up to 47). Scheduled Caste and Scheduled Tribe candidates get 5 years extra (up to 49). Persons with Benchmark Disability (PwBD) get 10 years extra over the applicable category limit. Serving Telangana state government employees may claim up to 5 years extra. Ex-servicemen relaxations follow standard central government norms.
Telangana local status under the Presidential Order of 1975 is a hard requirement for the reserved district-cadre posts. Local candidature is proved through Continuous 4-year Study Certificate from Telangana schools or a Nativity Certificate issued by the Mandal Revenue Officer. Non-local candidates from other Telugu-speaking areas (Andhra Pradesh) or other states can apply for the non-local quota but only for a small fraction of posts. Candidates with 4 years or more of school study in a Telangana district get local status for that district, which is the strongest allocation preference.
Telugu language is the default medium for the Mains examination. Candidates opting for Urdu medium (available in some Hyderabad-centred posts) must furnish proof of Urdu study at Middle School level or above. All Mains papers include a Telangana-specific Paper IV covering Telangana movement, history, and culture.
Application fee and how to apply on tspsc.gov.in
The commission charges Rs. 200 for General and OBC candidates. There is no fee for SC, ST, PwBD, and unemployed Telangana youth (specific eligibility rules under the Telangana Sarpanch Reservation Rules). Fee is paid online only through Net Banking, UPI, or credit and debit card.

Common errors and how to fix them. If the mobile OTP does not arrive, telecom spam filters may be blocking TSPSC SMS. Wait 5 minutes and retry or use a different number. If your photograph gets rejected for size, use online image compressors to reach the 20 to 50 KB band. If your local status shows a mismatch, upload the Study Certificate or MRO-issued Nativity Certificate at document verification. Post preference order is locked at submission and cannot be changed later.
Selection process: three stages
TSPSC uses a three-stage selection process. The Prelims Screening Test is a screening filter, the Mains Examination is the merit-determining written test, and the Interview applies to eligible posts only.
Stage 1 is the Prelims Screening Test scheduled for July 12, 2026. This is a single-paper objective test on General Studies and General Mental Ability.
| Paper | Marks | Duration | Format |
|---|---|---|---|
| General Studies and General Mental Ability | 150 | 2 hours 30 minutes | Multiple choice, no negative marking |
Prelims is qualifying only. Marks are not counted toward the final merit list. Candidates need to score above the category cutoff to advance to Mains. Around 20 times the number of Mains slots are shortlisted from Prelims, so around 11,900 candidates will qualify for Mains from this cycle's applicant pool.
Stage 2 is the Main Examination, a four-paper descriptive test with 600 total merit marks. All four papers count toward the merit list.
| Paper | Topic | Marks | Included in merit |
|---|---|---|---|
| Paper I | General Essay in Telugu or Urdu, English Essay, Précis | 150 | Yes |
| Paper II | History, Polity, Economy | 150 | Yes |
| Paper III | Science, Technology, Environment, Current Affairs | 150 | Yes |
| Paper IV | Telangana Movement and State Formation | 150 | Yes |
| Total merit marks | 600 |
Stage 3 is the Interview or Personality Test for posts that carry an interview stage (Deputy Tahsildar, Assistant Section Officer, and other Group A posts). Group 2 posts without interview (Municipal Commissioner Grade III, Extension Officer, and others) are filled based on Mains score alone. The Interview carries 75 marks. Total maximum for interview-eligible posts is 600 (Mains) + 75 (Interview) = 675.
Detailed syllabus and recommended books
TSPSC Group 2 syllabus is unique among State PSC exams because of the dedicated Paper IV on Telangana Movement and State Formation. This 150-mark paper is the single-biggest differentiator and requires targeted preparation from primary sources.
Prelims General Studies covers eight areas. Indian History (Ancient, Medieval, Modern, with focus on the Kakatiya dynasty at Warangal, Deccan sultanates, Asaf Jahi Nizams, and the Telangana Armed Struggle of 1946 to 1951). Indian Polity (Constitution, Panchayati Raj in Telangana, state-level administration, AP Reorganisation Act 2014 provisions). Indian Economy (five-year plans, Telangana economy, Hyderabad IT and pharma sectors). Geography (physical, economic, and Telangana physical geography including Krishna and Godavari river basins). Science and Technology (general awareness, biotechnology, Hyderabad life sciences cluster). General Awareness (schemes, sports, awards). Telangana-specific General Knowledge (state formation on June 2, 2014, chief ministers, KCR-era schemes, Bathukamma, Bonalu, Kaleshwaram Lift Irrigation Project). Mental Ability (arithmetic reasoning, data interpretation, logical reasoning).
Recommended books for Prelims. Bipin Chandra "India's Struggle for Independence" for modern history, with supplementary reading on the Telangana Armed Struggle. Sunil Kumar Sain "Telangana Charitra" (Telugu) or Adapa Satyanarayana "History of Telangana" (English) for state-specific history. Laxmikanth "Indian Polity" for constitutional topics. NCERT Class 11 and 12 for economics and geography basics. TSPSC-published Telangana Yearbook for state-specific facts. Andhra Pradesh Reorganisation Act 2014 text (available on telangana.gov.in) for post-bifurcation legal arrangements. R S Agarwal for Mental Ability practice.
Mains Paper IV on Telangana Movement is the decisive paper. Syllabus covers the Telangana statehood movement from 1948 to 2014, role of Telangana Rashtra Samithi (now Bharat Rashtra Samithi), leaders like K Chandrashekar Rao, T Chandrashekhar Rao (Konda Laxman Bapuji), and the 1969 Telangana agitation. Recommended primary source: K Jayashankar "Why Telangana" for the case for statehood, and the Sri Krishna Committee Report 2010 for the counter-arguments and government evaluation. Candidates without personal exposure to the Telangana movement should invest at least 2 to 3 months on this paper.
Mains Paper II (History, Polity, Economy) and Paper III (Science, Technology, Environment, Current Affairs) reward structured answers with introduction, body paragraphs, and conclusion. Practise writing at least 5 answers per week during the last 3 months before Mains. Current affairs for Paper III should include Telangana-specific budget announcements, KCR-era and current chief minister schemes, court judgments on state issues, and the Hyderabad IT and pharma industry updates.
Telugu or Urdu Paper I is a mixed compulsory paper covering essay writing, précis, and English essay. For Telugu-medium candidates this is a strong scoring section. Urdu-medium candidates should verify Urdu availability for their post preferences before opting for Urdu medium.
Salary breakdown and career progression
TSPSC Group 2 posts fall under the Telangana Revised Pay Scales 2020, adopted from the Telangana Pay Revision Commission recommendations.
| Post | Pay Level | Basic pay | Gross monthly | In-hand monthly |
|---|---|---|---|---|
| Deputy Tahsildar | Level 15 | Rs. 42,300 | Rs. 65,000 to Rs. 75,000 | Rs. 55,000 to Rs. 62,000 |
| Assistant Section Officer (Secretariat) | Level 15 | Rs. 42,300 | Rs. 65,000 to Rs. 75,000 | Rs. 55,000 to Rs. 62,000 |
| Municipal Commissioner Grade III | Level 14 | Rs. 40,270 | Rs. 62,000 to Rs. 72,000 | Rs. 52,000 to Rs. 60,000 |
| Mandal Development Officer | Level 14 | Rs. 40,270 | Rs. 62,000 to Rs. 72,000 | Rs. 52,000 to Rs. 60,000 |

Gross pay includes Dearness Allowance (currently 33 percent of basic under Telangana norms), House Rent Allowance (30 percent for Hyderabad, 20 percent for Warangal and Karimnagar, 14 percent for other municipal areas, 6 percent elsewhere), Transport Allowance (Rs. 3,600 to Rs. 7,200 per month based on city class), and Telangana-specific allowances.
Career progression for a Deputy Tahsildar typically moves through Tahsildar, Revenue Divisional Officer (RDO), Additional Collector, and Joint Collector over 15 to 20 years. Deputy Collector rank is reached through internal promotion after 8 to 10 years of service.
Assistant Section Officer at the Telangana Secretariat progresses through Section Officer, Assistant Secretary, Deputy Secretary, Joint Secretary, and Special Secretary over 25 to 30 years. Reaching Principal Secretary requires selection into the elite Telangana Special Officers cadre or IAS deputation through a Union Public Service Commission promotion process.
Municipal Commissioner Grade III progresses through Grade II, Grade I, and Special Grade Commissioner over 15 to 20 years, with the potential to reach the CDMA directorate at senior levels.
Six to twelve month prep timeline
Month 1-2: Complete NCERT History (Class 6-12) with supplementary reading on Kakatiya dynasty, Nizam era, and Telangana Armed Struggle for state-specific content. Read Laxmikanth for polity and start daily current affairs from Namasthe Telangana, Sakshi, or The Hindu with Telangana focus.
Month 3-4: Deep-dive into Indian and Telangana Geography (Krishna-Godavari basins, Deccan plateau, Kaleshwaram Lift Irrigation) and Economy (Indian and Telangana, including Hyderabad IT sector, pharma, KCR-era schemes). Begin Paper IV Telangana Movement study in parallel; aim for 2 hours per day on primary sources. Write 3 answers per week on GS topics.
Month 5-6: Solve TSPSC Group 2 previous year papers from 2015 to 2023 (10 sets minimum). Take at least 5 full-length Prelims mock tests. Focus revision on Paper IV Telangana Movement content and weak GS areas. Start Mental Ability daily practice (30 questions per day).
Month 7: Prelims focused mode. Daily current affairs revision, mock tests every 3 days, detailed Telangana GK sweep (chief ministers, KCR-era and current Rewanth Reddy schemes, budget highlights, Kaleshwaram project updates, Bathukamma and Bonalu cultural context). Prelims on July 12, 2026 sits at the end of this window.
Month 8-11 (post-Prelims): Full Mains preparation mode. Answer writing practice for Papers II and III. Paper IV Telangana Movement deep-dive with primary source revision (K Jayashankar, Sri Krishna Committee Report). Telugu or Urdu essay writing daily. Interview preparation from Month 10 onwards for candidates confident of Mains qualification.
Candidates with prior UPSC preparation can compress the plan to 6 months by focusing on Paper IV Telangana Movement and the Telugu or Urdu language paper, since UPSC prep covers the core GS syllabus adequately. Candidates with prior TSPSC Group 1 or APPSC Group 1 preparation can compress it to 4 months.
Common mistakes candidates make
Seven mistakes account for most TSPSC Group 2 rejections across cycles.
Under-preparing Paper IV Telangana Movement. This paper carries 150 merit marks (25 percent of total merit) and cannot be substituted. Candidates who rely only on Prelims-level Telangana coverage score 40 to 50 percent on this paper, which drops final rank by 200 to 300 positions. Primary source study (K Jayashankar, Sri Krishna Committee Report, first-hand accounts) is essential.
Ignoring the Telugu or Urdu language essay paper. Paper I includes a Telugu or Urdu essay component that many English-medium candidates skip until the last minute. Poor Telugu writing costs 40 to 50 marks that could otherwise be secured with 3 months of structured essay practice.
Wrong post preference order. The commission allocates posts based on merit rank and preference order at application. Putting Extension Officer as first preference when the real target is Deputy Tahsildar is a common mistake that gets locked at application and cannot be changed later.
Missing the Study Certificate or Nativity Certificate at document verification. Candidates who claim Telangana local status must present the 4-year Study Certificate or MRO-issued Nativity Certificate at document verification. Missing this document triggers a downgrade to non-local quota, which has very few reserved posts.
Skipping the Mental Ability section during Prelims prep. Mental Ability carries around 25 percent of Prelims marks. Candidates focused only on GS often score badly on Mental Ability and fail the Prelims cutoff by a small margin.
Under-answering in Mains. Descriptive papers reward structured answers with introduction, body with sub-points, and conclusion. Wall-of-text or bullet-only answers lose marks. Practise answer writing weekly from Month 4 onwards.
Ignoring Telangana current affairs. National current affairs are covered by every candidate. Telangana-specific current affairs (state budget, Rewanth Reddy schemes and Congress-era transitions, court judgments on state issues, Kaleshwaram project updates) differentiate serious candidates. Read Namasthe Telangana or Sakshi daily.
TSPSC Group 2 vs TSPSC Group 1 vs UPSC Civil Services
TSPSC Group 2 and TSPSC Group 1 target different cadre levels within the Telangana state administration, while UPSC Civil Services recruits into central and All India Services. This comparison helps candidates decide the right primary target.
| Feature | TSPSC Group 2 2026 | TSPSC Group 1 (latest cycle) | UPSC Civil Services 2026 |
|---|---|---|---|
| Vacancies | 596 | Around 500 to 600 | 1,056 |
| Selection ratio | 1 in 1,900 | 1 in 5,000 | 1 in 800 |
| Age (General) | 18 to 44 | 18 to 44 | 21 to 32 |
| Attempts limit | No cap, only age ceiling | No cap, only age ceiling | 6 for General, 9 for OBC, unlimited for SC/ST |
| Prelims marks | 150 (qualifying only) | 300 (2 papers, both qualifying) | 400 |
| Mains marks | 600 merit (4 papers) | 900 merit (7 papers) | 1,750 merit |
| Interview marks | 75 (interview-eligible posts) | 100 | 275 |
| Total merit ceiling | 675 (interview-eligible) or 600 | 1,000 | 2,025 |
| Salary entry | Level 14 to 15 (Rs. 40,270 to 42,300) | Level 20 (Rs. 56,100 basic) | Level 10 (Rs. 56,100 basic) |
| Career ceiling | Principal Secretary rare | Chief Secretary Telangana possible | Cabinet Secretary direct |
| Home state posting | Guaranteed | Guaranteed | Depends on cadre allocation |
| Prep time typical | 6 to 12 months | 12 to 24 months | 12 to 24 months |
| Unique paper | Telangana Movement Paper IV | Telangana Movement Paper V | None |
| Syllabus overlap with UPSC | 50 percent | 65 percent | Baseline |
TSPSC Group 2 is the right primary target for candidates with Telangana local status who want a solid state government career with lower competition than Group 1 and shorter preparation timelines than UPSC. TSPSC Group 1 is the right target for candidates aiming at the elite Telangana administrative service. UPSC is the right target for candidates aiming at national cadres. Many candidates prepare for Group 2, Group 1, and APPSC Group 1 in parallel because the syllabus overlap between Telugu-speaking-state PSCs is substantial.
