The pay level assigned to your post determines your basic pay, and basic pay is the number everything else is calculated from: Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance (TA), NPS contributions, and promotion increments.

Pay levels under the 7th Pay Commission
The 7th Pay Commission, effective from January 1, 2016, replaced the old pay band and grade pay structure with an 18-level Pay Matrix. Each level has a defined entry basic pay and maximum basic pay. Moving up within a level happens every year through a 3% increment.

How gross salary is calculated
Gross salary has four components: basic pay, DA, HRA, and TA.
Dearness Allowance (DA)
The Cabinet revises DA twice a year, in January and July, based on the All India Consumer Price Index for Industrial Workers (AICPI-IW). As of January 1, 2025, DA stands at 55% of basic pay, per the Cabinet Secretariat revision dated March 2025.
For an Inspector of Income Tax with basic pay Rs. 44,900: DA = 55% x Rs. 44,900 = Rs. 24,695/month.
House Rent Allowance (HRA)
HRA depends on the city where you're posted. When DA crossed 50%, HRA moved to the enhanced slab, per Finance Ministry Office Memorandum No. F.2(2)/2017-E.II(B).

Transport Allowance (TA)
TA is a fixed monthly amount plus DA on that amount. For Level 3 to 8 employees in X cities (per MoF OM F.No. 21011/01/2017-Estt.(AL)):
- X cities: Rs. 3,600/month + DA on TA
- Other cities: Rs. 1,800/month + DA on TA
At 55% DA, TA for Level 3-8 in an X city: Rs. 3,600 + (55% x Rs. 3,600) = Rs. 5,580/month. For other cities: Rs. 1,800 + (55% x Rs. 1,800) = Rs. 2,790/month.

The difference between a Delhi posting and a small-town posting comes entirely from HRA and TA. Basic pay and DA are the same everywhere.

Deductions
NPS (National Pension System)
All central government employees recruited after January 1, 2004, are covered under NPS. The employee contributes 10% of (basic pay + DA), and the government contributes 14% on the same base.

Income tax
Under the new tax regime for FY 2025-26, the Section 87A rebate covers the full tax liability for taxable income up to Rs. 12,00,000 (after the Rs. 75,000 standard deduction). Inspector IT in Delhi earns a gross of approximately Rs. 10.48 lakh annually. After the standard deduction, net taxable income is Rs. 9.73 lakh. This falls under the Rs. 12 lakh rebate threshold, so income tax is nil under the new regime.
Inspector-level employees who opt for the old regime and claim 80C (Rs. 1.5 lakh), 80CCD(1B) (Rs. 50,000), and standard deduction (Rs. 50,000) will have taxable income around Rs. 8.5 lakh. Tax works out to roughly Rs. 70,000-75,000 per year, or Rs. 5,800-6,200/month.
The right regime depends on your deductions. If you have a home loan, the old regime may lower your tax bill more.
CGHS contribution
Employees in CGHS-covered cities contribute Rs. 250 to Rs. 1,000/month depending on pay level, for health cover that extends to spouse, dependent children, and dependent parents.

Allowances specific to certain posts
Not every SSC CGL post carries the same set of allowances.
Inspectors in CGST and Customs receive a uniform allowance of Rs. 10,000 per year, per MoF OM dated 2017. Sub Inspectors in CBI receive a risk allowance of Rs. 300 per month. Employees posted to northeastern states receive a Special Duty Allowance of 25% of basic pay, per DOPT guidelines. Children Education Allowance is Rs. 2,250 per child per month (maximum 2 children), with a separate hostel subsidy of Rs. 6,750 per child per month if the child stays in a hostel away from the parent's place of posting.
Salary after promotion
Promotion in central government service follows the Departmental Promotion Committee (DPC) cycle and is tied to vacancy availability in the higher grade.
For Inspector of Income Tax (Level 7): Promotion to Income Tax Officer (ITO) moves the pay to Level 8 (Rs. 47,600 basic). This typically happens within 3 to 5 years, subject to passing the internal exam and vacancy clearance. ITO further promotes to Assistant Commissioner of Income Tax (Level 10, Rs. 56,100 basic) after another 3 to 5 years. From there, the path leads to Deputy Commissioner (Level 11), Joint Commissioner (Level 12), and Commissioner (Level 13), all within the Group A gazetted cadre.
For AAO (Level 8): The path goes to Senior Audit Officer (Level 10, Rs. 56,100), then Audit Officer (Level 11, Rs. 67,700), Deputy Accountant General, and eventually Principal Accountant General.
For Tax Assistant (Level 4): Promotion to Senior Tax Assistant and then to Examiner or Inspector requires clearing a departmental examination. The entire path from Level 4 to Level 7 typically takes 10 to 15 years.
Other benefits
Central government employees get several benefits that don't show up in the monthly salary slip.
Leave Travel Concession (LTC) covers travel to the hometown once every 2 years and travel anywhere in India once every 4 years. The reimbursement covers rail or air fares (as permitted by the entitlement class) for the employee and family.
Government accommodation is available on a waiting list basis. In smaller cities, the wait is typically 1 to 3 years. In Delhi, the wait for Type III and Type IV quarters can run to 6 to 10 years depending on seniority.
The NPS government contribution of 14% on (basic + DA) builds a separate retirement corpus alongside the employee's own 10% contribution. For an Inspector IT at entry level, the government deposits Rs. 9,743/month into the NPS account (14% of Rs. 69,595), entirely separate from the salary.

At entry, AAO and Assistant Accounts Officer under C&AG (Level 8, Rs. 47,600 basic) carry the highest basic pay. In Delhi, gross is approximately Rs. 92,212/month and in-hand is approximately Rs. 83,000-85,000/month.
Among Level 7 posts, gross salary is the same for all 6 posts (Inspector IT, Inspector CGST, Preventive Officer, Examiner, AEO, Inspector Posts). The difference in total monthly compensation between these posts comes from specific allowances: Inspectors in CGST and Customs get a uniform allowance, SI CBI gets a risk allowance, and AEO in ED may get postings with additional operational allowances.
Junior Statistical Officer (Level 6) and SI in NIA (Level 6) both have the same basic pay. JSO has a relatively faster promotion track in the Ministry of Statistics cadre compared to the general audit cadre.
